Upon first proposal at the Constitutional Convention the Bill ofRights were unanimously defeated. Some believed that the federalgovernment did not have the power to infringe upon their basicliberties in the first place, and they had concerns over thepossibility of forgetting to include something important. If theydid create a list it could possibly restrain them from claiming anyrights not included. Others pointed out that state constitutionsalready provided these protections, and argued that they wereredundant and unnecessary.
