C++ Need help installing this Google Library. Comes withinstructions. Stuck

Im trying to install a google Library. The instructions are foundhere
https://developers.google.com/optimization/introduction/installing/binary

I have Visual Studio 2017 installed. Ive download the correctfolder. Now its tells me
“For C++, add lib/ortools.lib to your projectlibraries, and add or?tools/include to your project includepath.”

What does this mean? and how do i do it in Visual Studio 2017. Astep by step or pictures would be very helpful
