A police agency itself can analyze whichkind of weapon it needs by examining the nature of crime and crimeintensity in its jurisdiction. It can better decide which allweapon to purchase and if this service outsourced then there ishigh degree of probability that the outsourcing agency canmanipulate it, can leak sensitive information to other partiesalso.
