State and federal agencies provide funding for prisons. Therefore, they are required to cater to the special needs, mentally ill and substance abusing prisoners’ needs. Governing bodies of most local prisons may not be do so. Federabl government was compelled to build state mental hospital for the reason that mentally ill offenders need to be under medication rather than in prisons. State senate of Califronia had to intervene in 1973 and find a solution to the problem
