Can we as managers and supervisors actually “motivate” our employees, or is motivation purely an internal thing and the best we can do is “dangle the carrot”?

Organization is a group of people working together and employees it’s mindset, preference and priority always differ from others.
Managers always effective in motivating to their employees , managers have details of information regarding the employees. Skilled managers always successful in motivating to their employees by emotional attachment, special bindings,sharing feelings etc.
I am as manager much effective in motivating to my peers and always support , coordinate and trained to peers
