The head of the national police of Country X, Commandant Doe,ordered a raid on the house of Jones, an outspoken opponent of thedictator of Country X. Jones was dragged from his home, brutalized,and then taken to the office of Doe, who personally executed Joneswithout any legal cause. Jones’s body was then dumped on the stepsof his home, terrifying his widow. Jones’s widow fled to Country Yand gained asylum. Several months later, Doe came to Country Y on apersonal visit.
